Manuela Thamer 364b506220 change permissions for Zeitsperren und Zeitsperrenma 
- use ['basis/mitarbeiter:r', 'admin:r', 'assistenz:r'] instead of self::PERM_LOGGED for viewing zeitsperrenma and actions of zeitsperren
- change permission to logged in users for common queries: getStgLectors, getTypenZeitsperre, getAllOrgUnits, getOrgHeads etc
